Inovo is engaged by Auckland Transport to provide planning and project controls services for their level crossing removals programme.

To support confident delivery, we develop project risk and scheduling processes, including detailed, hour-by-hour 4D programmes. These demonstrate the constraints and complexities of undertaking construction within constrained, live rail corridors.

The first project completed under the the programme was Homai Station – where the level crossing was closed and a new ramp replaced the stairs from Browns Road to Homai Station platform. A new staircase was constructed between the park-and-ride and Browns Road, along with new footpaths, fencing, and landscaping along the rail corridor.

Our Role

Inovo worked with the project team to develop a comprehensive methodology and delivery programme. This established a pre-tender baseline that validated that the project could be sucessfully delivered. In construction, Auckland Transport drew on Inovo’s project planning capabilities to monitor progress, identify emerging risks or delays and develop recovery options where required.

The 4D programme proved invaluable for identifying risks and opportunities ahead of physical works starting. Developed before the contractor was appointed, it also provided an effective way to communicate the proposed delivery methodology to project partners and stakeholders.

Assurance Framework and Quantitative Schedule Risk Assessment (QSRA)

Inovo established T-minus approval frameworks to create clear go/no-go decision gateways ahead of Block of Line (BoL) commencement. We also developed quantitative schedule risk assessment (QSRA) procedures and facilitated workshops and assessments throughout the planning and delivery phases.

As the project progressed, the QSRAs helped the team understand the level of schedule risk, identify and implement mitigations, and establish appropriate contingency allowances.

Following Homai, Inovo’s project planning and controls team has supported the delivery of replacement pedestrian bridges at Te Mahia, Glen Innes and Takaanini.

Delivering major construction within a busy, live rail corridor requires precise planning and close coordination. Across these projects, our master planning, programme risk management and T-minus approval frameworks help ensure that critical decisions, dependencies and readiness activities are identified and addressed.

These pedestrian bridges form part of a much wider programme to remove or replace Auckland’s rail level crossings over the next 10 to 30 years. This work will enable more frequent train services, improve safety and reduce delays for people crossing the rail network.
